How it is created

It can occur when multiple burners start simultaneously or when a large consumer ramps up quickly to a high load.

Why the average is not enough

Average daily consumption may be low, but the network must be able to meet the maximum instantaneous demand.

Pressure drops, low pressure trips, and an inability for consumers to perform at full capacity may occur.
